The initiative for building the memorial chapel was started by the Russian Orthodox Church in Moscow and Germany and the embassy of the Russian Federation. The architect Valentin Utkin was responsible for the planning. In the summer of 1994, members of the Russian armed forces built the chapel to commemorate the Soviet prisoners of war who lost their lives in the Dachau concentration camp. The inauguration was on April 29, 1995.
